About the Change Image Opacity

Every pixel’s alpha channel is multiplied by the percentage, so an image that already has transparency keeps its shape and simply becomes fainter.

The result is always a PNG, since transparency is the point.

No. This tool runs entirely in your browser using standard web APIs, so your image never leaves your device. You can confirm it by opening your browser's network panel while the tool runs, or by disconnecting from the internet after the page has loaded.
