About the Rotate Image by Any Angle

Rotating by anything other than a multiple of 90 degrees leaves triangular gaps at the corners, so the canvas is enlarged to contain the whole rotated image.

Angles that are not multiples of 90 require interpolation, which softens fine detail slightly. Small corrections to straighten a horizon are fine; repeated rotations are not.
