About the Change PDF Page Size
Pages are scaled to fit and centred, keeping their proportions. A page whose aspect ratio differs from the target gains an even margin on two sides rather than being stretched or cropped.
The common case is a document built for US Letter that has to print correctly on A4, or the reverse - the two are close enough that printing without conversion clips the edges.

No. The document is read and rewritten by JavaScript in your own browser. Nothing is transmitted, which is the only sensible arrangement for contracts, invoices, medical records and anything else people put in a PDF.

No. This tool runs entirely in your browser using standard web APIs, so your document never leaves your device. You can confirm it by opening your browser's network panel while the tool runs, or by disconnecting from the internet after the page has loaded.
