About the PDF Version Checker

The version is declared in the first line of the file. Each one added features: 1.4 brought transparency, 1.5 brought object streams, 1.6 brought AES encryption, 1.7 became the ISO standard.

It is a claim about which features may appear, not a guarantee. Some producers write a conservative version while using newer features, which is why an old reader can still fail on a file that claims to be compatible.

No. The document is read and rewritten by JavaScript in your own browser. Nothing is transmitted, which is the only sensible arrangement for contracts, invoices, medical records and anything else people put in a PDF.
