About the CSV Row Filter

This is a WHERE clause without a database. The match rate is reported alongside the result, which is a quick sanity check: a filter that keeps 100% or 0% of the rows is usually not doing what you meant.

The numeric comparisons convert both sides to numbers, so rows with non-numeric values in that column are excluded rather than compared as text.

No. This tool runs entirely in your browser using standard web APIs, so your data never leaves your device. You can confirm it by opening your browser's network panel while the tool runs, or by disconnecting from the internet after the page has loaded.
