About the Text Encoding Converter
Some Windows applications, Excel among them, only detect UTF-8 reliably when the file starts with a byte order mark. Others - shell scripts, many parsers - break if it is present. This lets you produce whichever the receiving system needs.
ASCII output replaces anything outside the 128-character range with a question mark. That loses information, so use it only when the destination genuinely cannot accept anything else.

No. This tool runs entirely in your browser using standard web APIs, so your text never leaves your device. You can confirm it by opening your browser's network panel while the tool runs, or by disconnecting from the internet after the page has loaded.
