About the CSS Minifier

Comments, redundant whitespace and the final semicolon in each block are removed. Nothing is reordered or merged: the cascade is order-sensitive, and a minifier that reorders declarations changes what the page looks like.

Typical savings on hand-written CSS are 20-30%. Gzip or Brotli on the server recovers most of the rest, so minification matters less than it used to - but it still helps on the critical path.

No. This tool runs entirely in your browser using standard web APIs, so your code never leaves your device. You can confirm it by opening your browser's network panel while the tool runs, or by disconnecting from the internet after the page has loaded.
