About the Split Text by Character Count
Chunks are cut at the exact character position, including in the middle of a word. That is the correct behaviour when the limit is a hard technical one, such as a database column or a message field.

No. This tool runs entirely in your browser using standard web APIs, so your text never leaves your device. You can confirm it by opening your browser's network panel while the tool runs, or by disconnecting from the internet after the page has loaded.
