About the Resize Image by Percentage

Percentage scaling is the quickest way to shrink a batch of images that vary in size but should all be reduced by the same amount.

Note that halving the dimensions removes three quarters of the pixels, because area scales with the square.

No. This tool runs entirely in your browser using standard web APIs, so your image never leaves your device. You can confirm it by opening your browser's network panel while the tool runs, or by disconnecting from the internet after the page has loaded.
